Sheryl A. Culliver-Turner, MBA

Chief Executive Officer

As the Chief Executive Officer (CEO) and co-founder at sigma-Cogent Solutions, LLC, Sheryl leads the charge of ensuring our company meets the challenging demands of our customers’ dynamic, mission-critical requirements. We do this by dismantling conventional business processes with novel, yet sustainable results through the continuous engagement of ideas among our dynamic team of exceptional talent and technology implementations of our core competencies. Having served in executive-level positions for most of her professional career, Sheryl has demonstrable technical capability in inspiring creativity to drive growth and long-term sustainability for organizational success. Her extensive, technical proficiency was shaped by working in both Fortune 500 firms and small, Federal contractor organizations within the advanced technology, aerospace and defense, information technology, and manufacturing industries. Sheryl’s experience in Federal and commercial sectors is continually leveraged to render the most effective outcome for our customers. The breadth of her professional background in corporate environments extends from strategic program management to operational effectiveness, human capital management, and policy doctrine development. Sheryl has successfully managed award-winning proposal efforts for multi-million-dollar, large contracts supporting a myriad of Federal agencies, including the National Aeronautics and Space Administration, the Department of Commerce, the Department of the Army, and the Department of Justice—to name a few. Prior to establishing sigma-Cogent Solutions, LLC, she was appointed to execute several program management offices for Federal contracting opportunities.

 

Sheryl holds a Master in Business Administration (MBA) degree with a concentration in Entrepreneurship and Innovation from Northeastern University’s D’Amore-McKim School of Business. She also has a Bachelor of Arts (BA) degree in English from Alabama A&M University. She has successfully obtained several professional development certificates, including the HR Management Program from Cornell University as well as other certifications in business process modeling, continuous improvement, and Equal Employment Opportunity (EEO) investigations. Additionally, she is a Society for Human Resource Management (SHRM) member in national and local chapters. 

 

As a proponent of leveraging expertise and technology, Sheryl believes that a strong, inclusive culture cultivated in internal synergy, entrepreneurial spirit, innovation, and customer-facing service is paramount to sigma-Cogent Solutions, LLC’s success and competitive advantage. 

James N. Turner

President/Chief Officer of Operations

James is co-founder and President/Chief Officer of Operations (COO) at sigma-Cogent Solutions, LLC. James’ role as President/COO is to support our organization’s vision and mission by maintaining and driving our operational excellence. He is a retired, disabled combat veteran with 24 years in the US Army—including ten years with Special Operations Forces—his military career spans over nine combat deployments. His seasoned, senior-enlisted leadership has cultured his demonstrated capacity to develop and implement problem-solving innovations that result in process improvement solutions. Through his successful and expansive involvement in multiple theaters of operations, James gained in-depth knowledge and expertise in programs of instruction, doctrine development and training, technical writing, organizational performance, safety initiatives, quality management systems, information assurance, and finance & accounting. James successfully obtained various certifications while serving in the military, including TRADOC’s Quality Assurance Evaluator and Army Instructor Badge certifications. As a civilian, James has continued to serve in leadership roles in Federal civil servant and contractual spaces. With an extensive background in doctrine-based training, integrated logistics, and information technology support, he has held senior-level technical positions at Booz Allen Hamilton and Vinnell Arabia, a wholly-owned subsidiary of the Northrop Grumman Corporation.

Michael McKenzie, Sr., Ph.D.

Chief Strategy & Growth Officer

Michael is the Chief Strategy & Growth Officer (CSGO) at sigma-Cogent Solutions, LLC. As a diverse combat veteran, Michael possesses in-depth experience and capabilities to creatively innovate solutions that address complex, real-world situations. With a progressive military career of 22+ years, including the elite 75th Ranger Regiment of the Special Operations Forces community, Michael served in the US Army in senior operations management positions in support of our nation's freedom. He has also had a very successful civilian career providing strategic analysis at Fortune 500 companies within various industries in the Federal market, including defense, information security, personnel security, and operational readiness. Michael’s educational background includes an earned Ph.D. and Master of Business Administration in Strategic Management. He also holds a Green Belt in Lean Six Sigma from the International Six Sigma InstituteTM. Michael possesses an astute business acumen to identify, assess, and solve multi-faceted problems by implementing long-term, strategic, operational methodologies. As our Chief Strategic & Growth Officer (CSGO), Michael cultivates growth by developing, implementing, and critiquing strategies that align our organizational effectiveness, competitiveness, and success with external market dynamics, customer requirements, and long-term sustainability.
